Unfortunately, because there are thousands of townships, there are quite a few that are inactive. The developers do not remove inactive townships either, so players often join inactive ones only to find out no prizes are going to be distributed. Support does not distribute prizes in inactive townships no matter how long the leadership has been absent, so those prizes are essentially lost.
One of the best ways to find an active township is by looking at the township's stats for the most recent festival, that way you can gauge how many people are active in the township currently. You can do this from the township search dialog when you're looking for a new township. You will be able to see the number of trophies every township has earned in the last festival. Compare this to how many residents are in the township and you'll be able to estimate how active a township is.
Another way you can find out township activity is by joining the township and looking at their chat to see if prizes have been distributed. You can also look at their previous festival stats in the township area.
Festivals start every Friday at 11am UTC and end Mondays at 7am UTC. If you join a new township after the festival starts, you won't be able to participate in that festival and will have to wait until next weekend.
